In short, Bollywood is not Hollywood.
Films eligible for Best International Feature are selected by their own countries. There are a lot of politics in that selection before it even reaches an Oscar body. Then a select Oscar panel watches all of the national selections and selects a 15 film short list which is then voted on and narrowed down to 5 nominees. An India film last year - Last Film Show - made the short list.
