Isn’t not that obvious? You can’t go on killing people even if they are criminals without consequences. Have to live within the boundaries of the law in most societies.

He suffered consequences because his vigilante life destroyed everyone around him, which forced him to go in exile. The show considered killing people, even if they were criminals wrong, from an ethical point of view as well.
