How does someone only write dialogue for a movie but is not a part of the screenplay which is mostly dialogue unless one is making a silent film?

Dialogue writers and screenplay writers can be different. Once the screenplay is written, dialogue writers may be hired to further punch up the dialogues and improve the quality of words.

I know there are dialogue writers who make a career just punching up other's scripts (Carrie Fisher did this). But there's a difference between punching up some dialogue and writing all the dialogue for a movie. If you're rewriting all the dialogue you're rewriting the screenplay.
Shankar is too desperate it seems for a hit. He casually throws late writer Sujatha under the bus. Anyway, the remake means it belongs to the producer only not director or writer.
It is astonishing Shankar who is in the business for far too long playing innocent here. Unless he make up a new screenplay, characters and story he is in trouble.
Meh! Shankar lost his mojo long ago and is desperate for a hit!
