They are doing good for their budget.

Salman , Aamir have big fan following plus huge movies with exclusivity since they don't make 3-4 movie per year.

Also a lot of salman , aamir movies have wholesome factor going in , movie like kesari , gold , padman , toilet won't do big buisness anyway since they are not that able to be watched by whole family.

What below expectations?

He doesn't come on big holidays, no chartbuster music, no commercial masala, low/mid budget films 4 times a year. Akshay broke all opening records with Singh is King & broke his own opening record with Tees Maar Khan. Akshay is very capable of massive openings & numbers. Commercial cinema + Music + A big holiday release, all of this is needed for big numbers. He's the second most popular star in the country behind Salman.
