Yes because he refused to come with Vicky, that hence he might be coming with Shraddha. She deserves better than him.

Vicky and Ayushmaan probably came in suggestion after 2 hits Ayushmaan gave this month.

I think original stars approached were Rajkumar Rao and Vicky. But Raj refused to come with Vicky - because according to the blind Raj thought Vicky was not big enough. Also Shyam Kaushal has been accused under MeToo so that fits as well

Better than him meaning Kela Award winning Varun Dhawan?

Personally I don't condone discrimination of any kind. But if Rajkumar thinks he is superior to Vicky then he is. Has a much better body of work not to mention National and Filmfare Awards. Vicky has just started out still hasn't got that great a body of work. Shraddha at least has similar years of experience if nothing else.
