Yes, I do not know the budget of Shamshera but it looked like a big budgeter.
As for why I do not think it is Kalank is because ut looks like a well researched story which was Yash Johar's dream project. See what Karan has to say about it-

The movie set has been built in 15 crores as per some report. So Dharma is not bad at cost control either, better than Yashraj in fact. Karan has been working on this movie for a while now. They announced the movie and started its shoot immediately because they had the set work done over a period of 1 year. From whatever I have read, KJo is very confident about Kalank. Madhuri agreeing to star opposite Sanjay Dutt means that the story is good and not mediocre as the tweet is implying.
