This is sane advice. Too many teens and youth race their cars and motorcycles on city streets often leading to fatalities. Unfortunately, Salman Khan does not have the best reputation in driving to make comments like this.
Although it is not always ironic. In the United States, many people involved in drunk driving incidents go on to become safe driving advocates. Many advocates against teenage pregnancies were teen moms. There is a been there done that relatability that works in these scenarios. And people who have experienced the mistake and trauma can give really honest feedback on why other people should not repeat their mistake. Unfortunately, in Salman's case, he never admitted to his mistake nor showed any remorse. Hence, the great irony.
On a side note, I find his comments a bit unfair to motorcyclists. Motorcycle riding can be safe too if you follow precautions and obey traffic rules. Bicycling can be extremely dangerous as well. I've been almost wiped out by cars riding my bicycle.
