Baba Ramdev doesn't wear suits anywhere does he? If he wore it some places but chose to show up nangu pangu to meet the PM, he would get the same criticism. If Salman requested a meeting with the PM and showed up in shorts, he too would be criticized. There is something called respect and etiquette for the office. Even Modi himself would look bad if he roamed around in RSS shorts after he became PM. There is a time and place for everything.

As for Jacketgate, nobody cares except this forum. It has almost no traction whatsoever with regular people. Twitter almost completely ignored it. I doubt those people posting on facebook or twitter about her clothing even knew about it. It's getting to be a very silly excuse.

That is definitely inappropriate for meeting the PM of your country.

A longer skirt with a formal blouse or a longer dress would have been more suitable.
