Yes they could have made it into 3 parts. Just release the 3rd part(wkkb) in a month's time.The 2nd part could have been used for Amar-Deva love / marriage story and tension in the family leading to wkkb and Mahendra's attack on Bhalla.

But if they would have thot to made in 3 parts, they could have planned accordingly on when exactly to cut as they know what pulls audience towards film
