Shivagami was the epitome of justice. Her one act proved that.

Choosing Bahubali the king and not bhalla.

She knew the Kingdom would see a downfall, but was immensely upset with Bahubali who didn't abide by two of her vachans, he becoming the king and devsena becoming Bhallal's wife. An infuriated and hurt Shivagami made bhallal the king.

Devsena and Shivagami's ego clashed. She believed amarendra was fulfilling his wife's wish of becoming the king but didn't keep his ma's vachan for the same thing.
