I feel like this might have happened if Bijjaladeva died early on and didn't get to influence Bhalla.

If Bijjaladeva was the one to die and Bahubali's father lived and raised both boys equally with Sivagami's help, and they truly grew up as loving brothers, Bhalla the naughty and fiery one, and Bahu the well-behaved and studious one.

This makes me want to write a SS, lol.
