Drive is a masterpiece, a true work of cinematic art. It is very difficult movie to film, giving the distinct atmosphere and style it carries. Refn's brilliance as a director is what makes the movie. The cinematography is stunning and that soundtrack is love (I can't imagine the movie without these two elements).
A neo-noir thriller, a protagonist who doesn't talk much, the most we know about him is that he has a past which is never shown, loves to drive and is inseparable from that awesome jacket. Plus a non-linear plot that relies on the viewer to pick things up and caries so much visual information. That is Drive.
They don't have a prayer to emulate even 10% of what Refn achieved.
This is not going to an official remake. They have get the rights to the novel which the movie is based on (which means getting a yes from the writer, the studio and probably the directer too). Not going to happen, they probably aren't even aware of the existence of the book.
