As per some trade analysts on Twitter, ADHM and Shivaay are getting about equal screens in multiplexes and Shivaay is getting more single screens. Plus it will definitely be affected by the anti-Pak sentiment, I am sure a few people will opt to watch Shivaay over ADHM simply because it has no Pak actors.
Moreover, the general perception is that Shivaay is a guys' movie, while ADHM is a girls' movie. The family audience will be wary about watching ADHM first too - thanks to the intimate scenes in the promos.
And even though I don't completely agree with you that people have forgotten Uri (the ADHM-Pak actor controversy has been discussed and is still being discussed in the media, so it will take a while before it's forgotten..). But still you are right in a way that now or later people will forget it. Don't worry if you are tagged anti-national now for stating the obvious - it's nothing new here. Some pseudo patriots here love to attack those who don't think exactly as them as far as some geopolitical issues are concerned.
