Shashi Kapoor hadnt won the NA either. He still won the Dadasaheb Phalke Award. I dont think NA is a prerequisite.

Last year the very prestigious Dada Saheb Phalke Awards also started felicitating television actors for their work in the industry and Gautam Rode and Hina Khan received the awards.This year, the actor Ravi Dubey who is currently seen on Zee TV's popular show Jamai Raja and Rubina Dilaik of Chhoti Bahu..
