SRK is called biggest because he has given hits consistently. His success is spread over 22 years and is not just limited to 3-4 exceptional years. He has not given flops/averages for a whole decade or taken years and years of breaks.

And the difference between him and other stars is that even at his so called low, SRK's film is always among top 3 hits of the year whereas when other stars hit a low their films barely scrape into top 10.

Overseas also he's been doing consistently well with even unconventional films like Dil Se doing well.
Two or three films of other stars doing great overseas now cannot cover up or match record of all these past years.

He is surely not the greatest or biggest ever considering he lags behind in ATBBs and year's biggest grosser list. It's been 6 years since his film became even the year's biggest hit.

Anyway more than mocking him, people should thank him for these trends like overdose of marketing, PR, handling media and fans. The same things he was mocked for, all are doing it now (except dancing at weddings).
Brand tie-ups etc. was all started by him.
He might have been beaten at his own game, but he can claim credit for starting this frenzy and keeping competition alive.

Other stars should have given hits consistently and not taken breaks. Then SRK's name wouldn't be taken in comparison.
