In fact, this survey is only done in Tier I and select Tier II cities. Her popularity in the intrinsic parts of the country is even more rock solid. If they do a survey covering a bigger sample size covering different sects of the country, she will emerge even more popular.
About her being there without any movies, well, I think it's because she is more important to people than the movies she stars in. Shobhaa De once said, Aishwarya is bigger than the movies she is a part of, and it is relevant here. This does not apply for her contemporaries like Rani, Preity, who fizzled out despite churning out movies, albeit flops. It shows that their relevance is limited to the box office performance of their films, which has been rather dismal, and which inadvertently explains why they are missing from the list.
