Its not called encouragement, but it certainly is called giving undeserved attention. He is merely a twitter troll, not someone occupying a responsible position in our governance system or as a celebrity in the positive sense.
So ignoring/unfollowing him can be considered a good move at the individual level for starters.

Not knowing in the first place is not a crime, but condoning its use even after knowing the meaning is pathetic to say the least and that's what you are doing here. FYI chamaar is term used to address all backward castes who were once treated as untouchables. Even you yourself said that its a loose term referring to all "dirty-looking" people. So, not trying to find out its meaning before joining the user brigade blindly reeks of cave mentality for sure.

Forget what I am, you wont understand coz you are not habituated to use reason in the first place. Apologize all you want, but it will fall to deaf ears since there is no remorse in your heart.

Talk about politically correct when you most likely don't know the meanings of either of those words-politics or correct. Education will certainly help and its free in India till age 14(I am guessing u to be juvenile seeing your conduct. But it would be a shame if you are beyond that age with an empty mind)
