The former is basically given to one of the biggest grossers of the year. Dabangg won wholesome entertainment, and Do Dooni Char won best film in Hindi that year.

Well Vicky Donor won this year that was a hit but not one of the top hits

Also Oye Lucky Lucky Oye won it and that was sadly a flop when ti came out . Only cause it released during the 26/11 attacks or else Abhay Deol would've had his first hit mark my words

Your theory is wrong on so many levels but since DTPH was mentioned here, let me just prove it wrong by saying that it won the National Award over Border, which was not only Pro-India but a much bigger hit. There's countless other examples but this should be enough to throw your "Conspiracy theory" into the garbage.
