It's not mandatory to shave completely, from what I know. Cutting the hair is enough.

Thanks. That leaves us with two possibilities. Either

1- He did not perform Hajj

OR

2- He performed Hajj on his own terms and easily amended the Islamic Rules relating to performance of Hajj. It would be height of shame if he did any alterations as such. It could mislead other muslims. At least some if not many.
