It's not a matter of what you count but what the BO counts. If that were the case, then anybody could be making definitions out of words they like as they go. According to the BO, a film, if it cannot recover its cost (which includes the marketing cost as well) by the theatrical run of it, is labeled flop. It does not matter how much it earned later or even then.
