Shooting off someones shoulders in reality implies that the shooter is taking cover behind the person and not at risk of being shot back, but the person on whose shoulder the gun rests will face the return fire. That means taking action without being willing to face the consequences. therefore implying cowardice.

He pretty much exposed himself last night while talking to priyank. Hes playing a very cheap game and can never be trusted all of the showing care and giving up his fake customised jacket was a drama. Plus what he said in ed about using arshi as a dhaal. This man is playing the most dirtiest game and thinks tok high of his pea sized brain. Hope so just like yest he fell on his face for being egoistic he will fall again in future for trying playing with emotions. Poor shilpa sincerely forgave him and is bein genuinely supportive she needs to stay away from this man
