They do manipulate votes in other evictions but in finals I don't believe so. Because final week votes are usually audited. What they do is build up the perception, as they are doing for Manu and Manveer mainly. On the other hand the person they do not want to win they will omit all scenes even if he does exiting things. The image building started as soon as they named the teams as Indiawale and celebrities.

Secondly they can show some people and relationships in a certain way to build up the drama.

In finals though the person who gets the maximum vote wins.

i believe the voting is fair and the most popular contestant win the show
some people who people from bb crew confirm this
but I also believe that makers develop a narrative to justify that person's win

happening since season 8
seeing the popularity of contestants it become obvious in some weeks that who will win the show
after that the makers develop a narrative for that popular contestant

It has no connection with viacom
