In terms of a "more vocal and rabid" fan group, I know you're referring to Gauhar fans, I think if she legit inspires their support, even when people point fingers at her.

Those who are bashing Gau are no Tanisha fan as such. They are just anti- Gauhar. Like me

Now back to your question- who votes and why.

1 Bollywood strong group who has money to send multiple votes.
2 elite groups who are not too controversial reading sex stories of Tani. Being horny is not wrong, it is just biological. Ppl might argue why national tv? Well it doesn't mater to elite groups. Sex is no big deal to them. Also this group thinks Gauhar is an item and cheap grl ( yes there is a degree of hypocrisy here but this is how it works) personally I don't think Gauhar being an item girl makes her cheap. I love her dance
3 now armaan is gone, Tani is coming across as a calmer human being- and that is why people like me who loved Andy and Andy's friends. I have always liked Tani when she is not with Armaan, and it is refreshing to see her now again..!
4. Anti- Gauhar people. Both Gauhar and Tani have a very polarising character. Both had similar life in the house. Both were serious when it comes to task, both highly opinionated, both strong conviction and Gauhar fan might not agree- both fell for idiots ...People either love them or hate them. The other characters in Bb7 seem neutral.so anti- Gauhar gang might not be Tani fan but to prove their point that Gauhar is wrong, they support tani.. Again I am one of them
5. Plus what I like about Tani is her attitude. Either she loves people and she will do anything for them, or she hates people and she won't even to bother mend ways. And thus she comes across as an arrogant woman. But I am okay with that arrogance. So you can call her emotions insecure jealous or anything but you can't call her emotions "fake" coz she is not showing fake love to the ones who she doesn't like
