After Tanisha Andy should also be arrested for sexual harassment. As per the definition of sexual harassment, any abuse (physical or psychological, verbal or non verbal) of sexual nature falls into the category of sexual harassment. What Andy did was a psychological abuse to Gauhar by showing her lingerie and talking all nonsense about Gauhar's body and inner garment's size.

Just a legal clarification. Even if you say what Kushal did was a reaction, as per Indian Law, no one has the right to hurt anyone directly the only thing they can do is go to the law. So anyway Kushal is guilty. Also as per your logic all the actions were reaction to something. But IPC does not allow anyone to be physically violent or threaten anyone under any circumstances.
