Have no clue how the real Shams khan would have been, but I will not term his portrayal to be that of a joker in the show. He seemed more like an eccentric case to me. The CVs might have wanted him to be portrayed like an eccentric character and the guy executed it decently well.
Specially the fight sequence with Uday singh was carried out impressively by the actor, as per me atleast.

I believe he was clearly overacting.

I also feel in general he is a limited actor and gets roles mainly due to his menacing looks and not necessarily talent.

I like him too...i think he is a twisted, overly clever kind of villain, for which a bit over the top acting is required...tbh i like his character the way it is. I am sure there will be many serious villains too in the story line ahead

His acting is quite good. Only thing he has to stop that crazy way of laughing. That makes him look like a clown.

It is that crazy laugh of his put together with the weird background music that makes him so creepy .

Bhatiyaani has come out in open n spewing venom and I think we have had a glimpse of Sher shah suri already, correct me if I am wrong about Sher shah.
