I think yu can create post befor yu becum SM. Coz I had made one or two wen i was a newbie or groupbie... I don remebr exactly... very poor memory !!
and yu becum groupbie once yu cross 50 posts... and for SM 250 posts...

Abt creating new post; yu shd get sum expert advice... put a query in the help desk, might help...
