I'm pretty sure it's a new character. Also in one episode Komal was telling Bindiya that if she's alive today then it's only because of Sarkar. So that made it a little obvious that Sarkar is a new character who hates the Thakurs because everyone in the Thakur family hates Bindiya but Sarkar is the one that saved her so I think it will be a new character.

some new character who have dushmani with thakur long back who never get chance to take revenge but they will show it in that way like he was part of the story like maybe they will show it in flashback or something jo usually hota hai serialo mein ya koi old character bhi ho sakta hai
