may be inquiry go against Shiv...hence as suspect...provocation for suicide

For him to be charged with abetment to suicide it has to be proven as suicide first.

Aren't there two separate issues here:

1. Departmental enquiry is about the harassment charge

2. Police investigation is about NG's suicide - this has to be really comprehensive - am not sure if police can utilize the findings of the departmental enquiry..

Unless the police has used the departmental enquiry decision the arrest does not make sense. If it gets proved that Shiv tried molesting Rasika then it automatically implies Shiv is behind NG death unless police are arresting him on the basis of some proof

Please don't hit me but I just had this thought that maybe MLA sahab will come to Shiv's rescue because I remember someone saying in the At that Shyamlal bhai operates in Udaipur ya kuch 😕 So maybe when MLA gets to know about the arrest he might be the saviour
