They are not supposed to get a posting in their home town and they are also not supposed to be transferred within 6 months of their posting.Their transfers happen once in 3 years usually.
Logic behind this being it takes them sometime to see what difference they made to the place they are posted in.

Government officers can be posted in their hometown but IAS officers are not posted in home state. So the blooper was from the begining.

IAS officers can be posted in their own home state but they do not get posted in their home town.

The state I live in and the state I originally belong to both of them have IAS officers who happen to be natives of hat particular state.

Sorry to jump in and differ. My first cousin is an IAS officer and belongs to the Maharashtra cadre. And Bombay is her home town. Of course she can be posted to Maharashtra, in fact she is required to serve in Maharashtra and can go on deputation to Union Territories or Central Govt postings only after some years of service in Maharashtra. In the State, she is now serving in one District, but she can also get posted to the Mantralaya in Bombay, which is her home town.

It would be most unusual if the IAS officers posts in the State is filled by IAS officers of other state cadres. Maharashtra cadres will serve Maharashtra. Like an IAS officer from Punjab serving in Bombay, can happen, but in a most unusual circumstance.

In IAAS, Audit & Accounts Service, such interstate movements are more relaxed and many of them get deputed to PSUs.

So I didn't think it was a blooper. And a transfer can happen in 6 to 9 months, no hard and fast rule, particularly if he has been promoted.

I am sorry, I was wrong, IAS officers can be alloted to home state and can be posted in hometown also. So the only blooper was referring Jaitsar as village. The manner of transfer of Shiv was also wrong. Tranfer request is to be given by the concerned officer in writing.

The "insider-outsider ratio" (ratio of officers who are posted in their home states) is maintained as 1:2. as 'insiders'. The rest are posted outsiders according to the 'roster' in states other than their home states. Till 2008 there was no choice for any state cadre and the candidates, if not placed in the insider vacancy of their home states, were allotted to different states in alphabetic order of the roster, beginning with the letters A,H,M,T for that particular year.

This highly intricate system has on one hand ensured that officers from different states are placed all over India, it has also resulted in wide disparities in the kind of professional exposure for officers, when we compare officers in small and big and also developed and backward state, since the system ensures that the officers are permanently placed to one state cadre. The only way the allotted state cadre can be changed is by marriage to an officer of another state cadre of IAS/IPS/IFS. One can even go to his home state cadre on deputation for a limited period, after which one has to invariably return to the cadre allotted to him or her.

I have extracted this para from wiki and it clearly states that a IAS may be posted in their home state, which shivraj already is, it can not be posted in its home town...and why had they shown last posting of Shivraj in Rajasthan (Chitaurgard) which is also not possible...a IAS can be posted in his home state only once.
Shiv can also be posted outside Rajasthan.
