I think it is mixed feeling of both...A little of guilt and a little of fear of being caught...You see, when a person isn't in a habit of doing this type of fraud, his inner voice keeps feeling these particular emotions of fear of being caught...You ever heard of the hindi phrase...chor ki dadi mein tinka...It is like that...The person lying this way is so scared of being caught and knows that there is much gurantee of being caught, he thinks it is better to confess...Second, I feel somewhere Jagya though has taken his family and Anandi for granted, never cheated this way and he knows he is wrong...His anger, his ego made him do it, but somewhere he knows that how big of a problem he has created and in doing so, he is trapping some innocent person without any reason...
He was angry on Anandi and it has always been his habit to take his anger on her and he did the same...But in this anger, he commited a big mistake and he knows that it is not right...He has always been confused person...Always tried to hide his mistakes and lies with more mistakes and lies and then tried to think with his brain and try to rectify it, though couldn't...But this is something, he knows would make Anandi and Shiv's life hell and along with it he might be caught as well and would be in bigger problem...So, by confessing, he is trying to cover that guilt up...Assuring himself that if he confesses, may be there might be a way out...So, it is again a confused feeling for him...! But whatever the reason, glad this all fiasco is over, because it really feels unreal that a person can enter in collectors office and use his pc so easily and gets away with the fraud and a mbbs doctor doing this is more of a surprise...! This was totally messed up track and I am just waiting for it to be over with...Only silver lininig is Anandi and Shiv's bonding...!

Why is it so surprising to see Jagya confessing?

He always oscillated between good and bad.That's how he has been from childhood.
He has a conscience that refuses to die but doesn't have the spine to do the right thing.

So here he knows that S is paying for his bad deed but what made him confess that needs to be seen.

Because Jagya was shown to be a changed man for the nth time after Anandi forgave him. He wanted to talk to Shiv about this thing but he could not due to the love triangle track that happened at the same time ...he had to walk out of haveli before confessing this to Shiv . Now he must have remembered this once again after seeing the news ...and so he is back to confess. After all Jagya has to be in jester for good drama!

Adding a feeling- writer never let (or will) crystallise his spine. Whenever it starts straightening up, invariably made to collapse- just as others crystal over that hip.

Actually one morning J had already determined to tell Shiv that he had created Railway track blunder, because he did not want any more negativities in life and wanted a clean chit.

However on that day the J-A-S incident happened and finally J was forced to leave Jaitser, so he could not tell anything to Shiv.
His determination to change for good was already there, but I think he is now taking this final opprtunity to redeem himself.
