They have been showing bloopers pe bloopers in govt work process since beginning...s/w copy doesnt have that significance at all ..

File tampering happened but it is obvious S has not done it so why should they arrest him?

Only if they see the desrepancy between the hard copy and soft copy they can say there was gadbad but arrest him for that it will be a blunder/blooper on part of the CVs.
