I finally concluded that it was not actually collector who was present at the panchayat meeting but it was Anandi's not so littile lamb? pup which followed her to the meeting.

Anandi was officiating it and making decisions which I liked very much.

I think he just wanted to make sure everything goes fine in the meeting hence he was there.. he was the one who was calming down the villagers when they wanted to hit ghanta 😆 so maybe he could foresee such rage during the meeting hence he was there 😳
