JaGa's court marriage did not take place in Mumbai. It was in some court near Gauri's village (which is not far from Jagya's village). So probably the courthouse in question is the only one available to all the villages in that particular region. And Bhairon-Basant go there quite often for their land related matters.

I think all the villages in that area has the same register office. So the same chaprasi there. Talking about co-incidences BV is full of that. Gauri is none other than gudiya---even BV's cannot beat GAuri-gudiya coincidence.
