search 'sparkle brushes' or 'sparkle tubes' nd yu can search in google as well as deviantart. 😛

Put on a mask as a new layer (Make new layer and paste the mask on it)

Then make another layer and paste the picture on the mask then go to properties and set the blend mode to screen😳
