Uninstall and reinstall topaz. When you're installing, you''ll get th option to pick the installation folder. It's program files x86 for default. Try installing topaz to the other program files folder. Lemme know if it works.

When I tried googling this error, it asked me to download a "Utility File" which when I ran as Admin, it lead me through a series of instructions on the Command Line that ultimately give me an error like this ->

After you have downloaded and installed Topaz you have to add it to PS. It doesn't get added automatically like Fonts. Did you add Topaz to PS?

Here how it works:

Open PS. (I am using PS CS5.. I guess it's same with CC). Go to "Edit" and then "Preferences" then "Plug-Ins". And then you have to click to the box which says "Additional Plug-ins folder". Then choose Topaz and click to OK. Then you will find Topaz when you click to "Filter".. Topaz should be the second last option. :)
