1) For the blur effect like that on ur bg. Select ur background layer and then go to Filter>Blur>Motion Blur, set the angle as 0. For this kind of effect, i guess distance should be approximately kep as 50-60. You can adjust the distance and see what looks best.

2) There is an adjustment layer named pattern fill. There are many patterns there. Choose one, and set it to soft light and adjust opacity according to your wish. The patterns used in this pic are called 'pixel patterns'. You can download them online. Lemme check if i can get you a link. The procedure to load them is same as the procedure how you load brushes😆

Download the font, open the .otf or .ttf file, you'll have an install option on the top left corner. Click on it, and your font will be installed and will be seen in ps automatically😆
