um i suppose

the maker has first merged 2 pics on a transparent canvas and then used a splash textures,and used a brush ...but idk which one it is

u can use the bokeh effect after that and add text !

the texture can be something like this:http://www.123creative.com/2732-thickbox/black-and-white-grunge-textures-dark-splash-light-dirty-backgrounds-pack.jpg
