u can do it by cropping ur image with circle marque tool just right click on the crop tool and select circle...and then crop it and paste it in the mail siggy 😳

The sigs u have posted...they are collages probably so u can go to any of online editor and make a collage in desired layout..

Try out photovisi, Pixlr, pic monkey, photo scape
