That is because you don't have time line option, dude! to use smart fliter you need to convert to timeline option:

Can anyone tell how to scale a avi in photoshopw...I know how to add textures and texts on gif and even resize but what if I want to place my gif on a texture and scale it

I don't know about the texture but the font is Orator std.

How to place GIF on a texture:

1: Open your Gif and the texture you want

2: Duplicate your texture and equal it to the number of your gif's frames.

3: Go to your GIF and then select all the frames and then copy them.

4: Go to the texture and then select all the frames and then paste frames.

and you are done! you can then edit it as well if you want!
