Couldn't care less means the maximum level of indifference and uncaring towards the unfortunate people in the world. Couldn't care more means the maximum level of kindness, that it's not possible to be more kind because you already feel the maximum level of kindness. So the quote is telling us that in a world which is filled with indifferent people who don't care about others, be someone who cares so much about the people that it's not possible to care more, since you have achieved maximum kindness already.

No problem...well, in the quote, two phrases stick out right? "People who couldn't care less" and "someone who couldn't care more."
