To make that kind of border..
When your siggy is completed..
1.Make a new layer
2.Select all by Ctrl+A
3.GO to Edit>Stroke
4.Enter Width as 2 or 3 pixels as u wish.. Keep the color white nd keep the blending mode normal and click OK

Open this image in your PS.. Then go to Edit>Define Pattern>Ok
6.Then come back to your siggy select the layer u had applied the stroke on.
7. Go to Layer Menu>Layer Style> Stroke
8. Below there would be options like color. CLick on the drop down arrow and select pattern. Select that dashed pattern.. Your desired width nd all nd click Ok
