1. Open up an image you would like to use.
2. Dulplicate the picture by going to Layer>>Dulplicate Layer
3. Go to Filter>>Blur>>Gaussian Blur and set the Radius to 4.0 pixels
Your image should now look like this:
4. Now overlay it. If you don't want it to be very bright, then lower the opacity
Finished.
