I think Arasi could have got amnesia and forgot her past, or like what you said, she is Yogi's sister.

Instead of Arasi getting amnesia,I think Director samudrakani should have been forcibly given amnesia of the entire selvi story before planning the arasi story.

everywhere, even in today's hindu, it says 'arasi' is abt the tuff between a mother and daughter. i don't think santhoshi is that tough daughter who would butt heads with her mom. she cannot be a main character. so it stands to reason that maybe selvi is arasi's daughter (maybe she was given to yogi - maybe arasi's brother)...or selvi herself is arasi..in which case her daughter kaveri may become radhika #2.
