Much of Roshan's role in the second act of 24:OR was carried out by a terrorist who was Jack's partner, presumed dead in an operation, but actually captured, tortured and driven insane. Could Roshan actually be a long-forgotten partner of Jai whose appearance had also changed? An ex-military, ex-ATU or even ex-Nepal military agent? That could explain the whole elaborate setup.
