Well I was wondering why haven't they or have they already and I'm unaware of it?
Like it's such a brilliant idea, ghar ghar mein soldier sounds interesting. If there are soldiers guarding the borders, sacrificing everything for our security then wouldn't it be nice if civilian could act as their back up for internal security?

We have something similar to NCC / NSS - point is not too many interested in now a days!
My sister was part of it - 20 yrs back.
They should start social awareness camp/programs, encourage patriotisms and encourage more and more youth to enroll - country should use those trained members for natural and non-natural disasters, pandemic / epidemic , wars / attacks etc.!!!
