It was ishita's initiative.Raman just played along.If shagun is going to say that I understand,it means she needs extra dosage.As in ashok mihika marriage n surr getting established when ishu trusted raman initially.Ofcourse raman was not at fault in the cs scene.But he was the one who went after shagun that day.He felt awkward when everyone came to know about that incident.But he did not bother to explain about himself to ishu.As he was genuinely not affected by it.Whereas he feels guilty here as he did like whatever happened now.Just that shagun did not deserve that explanation or raman stands to gain by it(giving that I feel guilty,for sure.Hope you get it).Shagun did feel guilty over that cs incident,UNWARRENTED I FEEL.This only helped in shagun volunteering to be the surr herself.
So an unknown/unforseen possiblity seems to exist for something bigger,rt under mani n shagun's noses .
Similarly shagun was ready to put the fault on mihika during ashok-mi honeymoon suite scene.The next was ashmi wedding.Shagun got a rude shock..Shagun wants to believe what she wants to,not that she actually understands or cares.She does not mind it,as long her wedding takes place.
Mani n shagun have already done the necessary wrongs behind ishu n raman's back respectively.This scene is for mani n shagun to feel guilty that they acted a little too early.Lest if their truth come out n ishra back out of their commitment n baggage of guilt mixed with loyalty they were forced to carry.Ishra can always believe that they were rt in their sub-conscience about their feelings for each other.
