Well two reasons for over dose of shagun in YHM :

1) Anita is very very very good friend of Ekta.- We as audience has to bear this torture because of their so called good relation. No offence to Anita. I like her but not her character.

Secondly

2) After ASMI marriage , CV himself is very confused what to do with Shagun. How to connect her with Bhalla family as main vamp?

Because if Adi also comes to stay with Bhalla family, then Shagun character is almost finished there itself. But to increase her role they are planning to show kids swapping track. Hope am correct in understanding atleast this 😃
