She may let raman go with Shagun to counsel Adi. But what Raman does from there on is totally his call. If he starts getting attracted to shagun again for whatever reasons, then its better Ishita walks away. However, Raman is bored with Shagun and very indiff too. Plus he is waiting for his honeymoon with Ishita. So no matter what Shagun tries, it wont work. Plus they r in the family house and her extent of manipulation will be visible to all.
