Sakiv spammers are not limited to those who just post these false links but also those who use redirect sites to view a regular blog post. For using a redirect link there are free services such as bit.ly which throws no ad for redirection unlike these paid sites which forces user to wait for 5 or 10 secs while ads popup non-stop.
Its a complicated question, the answer is Yes & No.
In simple Layman terms, if for example a blog - hi123.blogspot.com is a repeat offender, admin(s) can censor the site link, which means the link will be a dead one. This power is restricted to administrator alone & mods can't do anything about it.
While other way to get around is, catch the ip addresses of the users who are spamming. Most probably all these users hover around a similar ip address, so banning their ip address from the site, will limit the mess as well, its not a fool proof solution but it will make an impact.
Mods & Admins can immediately remove posting permission for the particular user when they find them spamming, it will limit the mess too.
