I understand where you are coming from but I don't agree that Shagun is not equally responsible for this situation.
Shagun, of course, knows about the enmity between Ashok (suraj too) and Raman. She knew that Ashok will never let go of any chance to hurt/bring down Raman. Knowing this very well and having been his partner in crime for so long, what was the need to just bring out a consent form from the time of Ruhi's birth? Especially one which states that out of the mother and child, Raman wants to save the mother? This form contained Raman's signature but it was about Ruhi. So anything they do with this form will hurt Ruhi, in the end (because Ashok leaves no chance to get media involved in his life). Even if they didn't bring this whole "girl child" twist into the issue, it would hurt Ruhi to know that her father gave consent for her abortion. She is not old enough to understand/appreciate the love he had for her mother, Shagun. It would simply make her feel unwanted by her father. The poor child had already encountered this feeling before, having left behind by a mother and abandoned (at least emotionally) by a father. She has only started experiencing parents' love recently. And now this?? and that too publicly? She didn't even care how much this would affect her daughter. If she wants to go against Raman or show Suraj that she supports Ashok, there are other ways to do that. There was no need to bring the little girl in the middle of all this.
She had a chance to stop this news from being published. After knowing their plan, she could've stopped them but no...for her, it was more important to show Ashok that she is with him, so she went ahead and scarred her daughter for life.
I would even go to the extent of saying that it was more of Shagun's fault that Ashok/Suraj. Yes, they are bad guys - everybody knows that. For them, Raman is an enemy and his little daughter holds no meaning to them except that by hurting her, Raman will be hurt too. But for Shagun, Ruhi is her daughter too. If she doesn't want to care for her, that's ok, but she can refrain from hurting her like this...
